Background

Earlier this year, Latino Economic Development Center (LEDC) received $1.249 million through the Minnesota Department of Economic Development (DEED) Main Street Economic Revitalization Program. LEDC and community partners will direct funds to construction-ready projects led by businesses and nonprofit organizations that are rebuilding the community’s critical corridors along Payne Avenue, Arcade Street, and East Seventh Street.

Funding Available

  • Total funding available: $1.249 million
  • Maximum grant amount per project: $750,000
  • Grant amount can cover up to 30% of the total project cost
  • Grant award sizes will depend on overall demand for support, and applicants may receive less than requested
  • The eligible project cost must be incurred by June 30, 2026.

Who Can Apply?

  • Businesses and nonprofit organizations
  • Priority will be given to business owners or developers from underserved populations including Black, Indigenous and People of Color (BIPOC) individuals

Timeline

  • Applications close January 2, 2026
  • Awards made by January 30, 2026

LEDC will re-open the application window if not enough qualified project applications are received in this time frame.

More information

This is a state-funded initiative through the Department of Employment & Economic Development (DEED) intended to provide grants for capital improvement projects in commercial corridors across the state. Grants will be used to support economic recovery from the impacts of the Covid-19 pandemic impacts on travel, tourism, retail and accommodation, widespread arson and civil unrest, natural disasters and major plant closures, significant commercial vacancy increases, and/or loss of economic anchor institutions.

  • East 7th Street commercial corridor from Olive Street to Johnson Parkway

  • Repair, or renovation of real property
  • Building construction
  • Landscaping and streetscaping
  • Demolition
  • Site preparation
  • Predesign
  • Design
  • Engineering
  • Infrastructure
  • Related site amenities
  • New construction
  • Storefront improvements such as signage
  • Interior or exterior upgrades
  • Renovation

Eligible project expenses do not include the purchase of real estate or business operations or business operating expenses, such as inventory, wages or working capital.

Projects will be evaluated based on:

  • Project is by and/or for underserved populations or communities.
  • Project has a positive projected economic impact through job creation, job retention, and projected tax base increase
  • Project feasibility and readiness
  • Project has other positive impacts to the community such as accessibility upgrades, providing access to culturally appropriate spaces, local suppliers, etc.
  • Project resolves health or safety risk
  • Project meets the objectives of a strategic plan adopted by a public body.
